This weblog is my personal online scripture journal. I try to read the scriptures each morning as I exercise on my cross-trainer. It has a great impact on my life and my testimony of the Savior and his restored church. The journal is really for my own benefit but I have set it up as a web log in hopes to benefit anyone else that may be interested. D&C 107

As the topic switches from the powers and authority of the general quorums of the Church to that of stakes of Zion, the Lord teaches -

"The standing high councils, at the stakes of Zion, form a quorum equal in authority in the affairs of the church, in all their decisions, to the quorum of the presidency, or to the traveling high council."  (Doctrine and Covenants | Section 107:36)

The stakes of Zion then follow the same pattern set by the general quorums of the Church where the quorum of twelve high councilors for a quorum equal in authority in the affairs of the Church to that of the stake presidency and the traveling twelve apostles.  This does not mean they are not subordinate to the quorum of the twelve apostles for just as in the pattern of the general quorums of the Church in that they are to  -

"...act in the name of the Lord, under the direction of the Twelve or the traveling high council..."  (Doctrine and Covenants | Section 107:34)

They are high priests given authority or set apart in their callings in their duties within the jurisdictional boundaries of a stake.  Equal in authority suggests to me that they have authority (priesthood authority and delegated authority)  to sustain and approve decisions of the stake presidency.  And in doing so -

"The decisions of these quorums, or either of them, are to be made in all righteousness, in holiness, and lowliness of heart, meekness and long suffering, and in faith, and virtue, and knowledge, temperance, patience, godliness, brotherly kindness and charity;
31 Because the promise is, if these things abound in them they shall not be unfruitful in the knowledge of the Lord."  (Doctrine and Covenants | Section 107:30 - 31)

These attributes are essential to receive the knowledge or instruction of the Lord.
