D&C 63

In Kirtland, the Lord said -

"...I will that my saints should be assembled upon the land of Zion..."  (Doctrine and Covenants | Section 63:36)

Adding -

 "...that every man should take righteousness in his hands and faithfulness upon his loins..."  (Doctrine and Covenants | Section 63:37)

In my mind, the "land of Zion" would include stakes of Zion.  Much of our work with be that those that live within stake boundaries are gathered and "assembled" (sacrament meeting) in the stake.
